David is the Founder & CEO of Talley Financial, a Johnson City-based advisory firm specializing in proactive tax planning, integrated financial strategies, and entrepreneurial growth.

With over 12 years of experience in financial services and dual expertise as both a CERTIFIED FINANCIAL PLANNER™ (CFP®) and an Enrolled Agent (EA), David uniquely bridges the gap between comprehensive financial advice and sophisticated tax planning. While traditional advisors often shy away from complex tax strategies—and tax professionals rarely engage deeply with long-term financial planning—David integrates both disciplines, creating clarity and measurable impact in his clients’ financial lives.

As an entrepreneur himself, David is particularly passionate about mentoring fellow business owners, driven by his belief that financial clarity is essential to entrepreneurial success. He founded Talley Financial in 2020 to bring his personalized style of financial advice directly to clients, free from corporate constraints.

Outside the office, David enjoys playing golf, reading, hiking, traveling, and actively engaging with his local Johnson City community, where he lives with his wife and two young children.

Ashlynn joined Talley Financial in the summer of 2022. She is a native of East Tennessee – born and raised here in Johnson City. She attended East Tennessee State University where she graduated in 2017. Ashlynn has a servant’s heart. She loves nothing more than to help people and make a difference in their lives.

In her free time she enjoys spending time with her son Ayden who is usually on the basketball court or the football field. She also enjoys spending time with her German Shepherd, Gabe, being outdoors and traveling.

Stephenee joined Talley Financial in 2024, bringing with her an education in Business Management and a growing expertise in the finance industry. She displays a genuine dedication to helping others and enjoys being a part of helping individuals find clarity with their finances. 

Outside of her professional endeavors she married her high school sweetheart in 2023, who she loves to spend quality time with. She is happiest during the summer months and being at Tennessee football games (Go Vols!) Stephenee loves to travel and hopes to fulfill her very long bucket list of destinations one day.

Andi Sweeny, a Southwest Virginia native, is the Marketing Coordinator at Talley Financial. She graduated from The University of Virginia's College at Wise with a degree in Communication Studies and Marketing. With her roots in creativity and strategy, Andi juggles the likes of social media posts, email campaigns, and market research, all while sipping her third cup of coffee. 

Beyond work, Andi treasures family time and loves being a mother to her two young children. In her rare free moments, she enjoys singing, playing the guitar, and hitting the tennis courts.
